I cannot fathom the reasoning behind this. I have never liked the soft money support of research in the US - there needs to be more skin in the game from institutions. But this throws a grenade into the whole system. I feel awful for the people who’ll be affected. A disaster.

personnel cost for faculty are covered from overheads, right? How will the teaching survive? Research can be buffered somewhat with external funding, but won’t this cripple the higher education?

Salaries for support staff like admin, grants offices etc, but not for faculty or scientific staff - they typically come from direct costs.
