It is a reference to the trope that trans people are serial killers which Rowling seems to keep trying to incorporate into her books, rather than the military in this instance.
The military ban is bad, it sets a dangerous precedent for the exclusion of trans people, from jobs & public life. Some trans women are fighting against Russian invaders in Ukraine. They kill people, but they do it to defend their country from fascism. It's important that trans people can serve.
