Claims of financial benefit have been repeatedly overstated so claims made in "a recent entry cited more than $100 million in savings from terminating hundreds of federal building leases." is likely overstated.
"Oligarch" is the wrong term for these people - Robber Baron fits much better.
The second rule is to grab anything — everything — before someone else can get it.

Fun Fact: these properties will be sold off to billionaires and hedge funds then leased back to the government for exorbitant rent.
