He was world champion level and they just never went with him. I do not believe the job thing as he lost to a few people. Like Starks, a huge missed opportunity.

He only lost to Ex WWE guys and tried to do a goodbye after 2 of them. One worked out for him at least. The cage match that got changed to escape rules is the most glaring one.
