Second, a July 7, 2023 memo from Sheila McNulty to all of OCIJ called "evaluating the use of Rejection Notices: the Access EOIR Approach" which basically just says be nice to pro se people. It has nothing to do with how to adjudicate cases. It's actually quite sensible. /4
