In order to keep prices of things imported in down, they subsidize it by raising prices on high margin other items that do not need to be physically imported.

100% in Japan is 50K yen which is a bit over 300$. Unfortunately, thy region locked that one, so if you want to play in English you need to buy an “multi-language” one which is more expensive.
