Why? Seriously why do we allow drivers who do this to ever drive again? Oh and don't put it down to folly of youth. The vast, vast majority of young drivers would not drive like this.

1. Bans should always require a retest.
2. Serious offences that do not get an immediate ban require a retest within X months. If the offender fails, they get banned.
3. No exceptional hardship exceptions, driving is not a right and they have proven they are a danger to others.

I suggest that where there is genuine exceptional hardship, there is an option, at the court's discretion, to allow for the ban to be removed after a successful retest, as long as the points remain.
Owners (including HGVs & dodgy hirers) be less inclined to risk their property for a mate or not check
