Yes.The USPS has to provide universal service to everyone, not just deliveries that are profitable ( highly dense areas). Rural delivery is not profitable. Also even now USPS is the last mile provider for UPS. When it isn’t profitable for ups to deliver, they drop it at a post office for delivery.

That's because he didn't and Trump doesn't have the power to fire the whole board and place USPS under the control of the Commerce Department. USPS was created as an independent agency, replacing the Post Office Department, by an act of Congress in 1970. Its status can only be changed by Congress.
