Homeless that been a growing problem since Carter ended insitutionalization for mentally ill. So far, generation after generation, nothing has been done to solve the problem.

This is not entirely unique to the US, the UK and Ireland also have the problem, but some EU nations have found solutions

Well homeless including people in shelters yes, but the people who put up with the street rather than going into a shelter probably are either unfit to make a rational decision or want to be able to do drugs all night long.

I am not dehumanizing them but that has been my extensive experience

Unfit? They could have all kinds of reasons. Maybe the shelter is full. Maybe its abusive. Maybe they got graped at one. I see people in homes make irrational decisions all the time as well.
