Don't kid yourself. Take a look at the names of the Republicans who voted against it and you'll find almost every single one belongs to a House Freedom Caucus nutjob who voted against the bill because it didn't go far enough. I promise you that 𝘯𝘰𝘯𝘦 of them even have a conscience.
