Yes you can have light rail without the wires like Alstom's APS, CAF's ACR, or Ansaldo's Tramwave
We _barely_ have a bus system here, very much car-centric. :(
Alstom's system was introduced in 2003 and CAF's in 2011 so this is pretty new territory for light rail that people can walk across (rather than heavy rail with an electrified 3rd rail)

With cars, shops can only be visited by a few people which keeps those problems away!
