As you know, I prefer dynamic approaches. The red and white is evocative of a certain set of things, of course, but I'd encourage some high-contrast blue and orange instead. It's a cheap trick, but well-documented at this point:

It doesn't necessarily serve 'scary' but it would serve to be eye-catching. You could alternately keep the red and incorporate something in the area of cyan in contrast.

If that's not appealing, then I'd invert the red and the white here at the very least, and make sure you're as close to the color of fresh blood as you can get. Hex 980002 or thereabouts. The directive message being red makes it less appealing, and the other text being white makes it less scary.

Putting the silhouette on a pure white background with a red border on the outside also signals an opposing message. Making the background red with white border instead signals the silhouette as the source of the redness.

See also: That poster of che guavara. While the red there evokes an ideology one might consider opposing, the red here would evoke the political party. That poster also creates the idea of being bathed in blood, but with the positive elements highlighted in white, including the face.

The white there elevates the subject as a martyr, making him seem holy.

The silhouette here evokes a looming shadow, which is what you're going for, but I just think the red/white color being in the wrong positions is what I'm noticing.
