Maybe because many shipping companies American investors have stock with use Liberia as a flag of convenience? Stabilizing Liberia goes a long way to settling any potential problems with supply chain issues.

The answer here is that the US Attorney General has instructed the police to support DOGE and arrest anyone who tries to resist. So the people who should be arresting him have been ordered not to, and right now they're following their superiors instead of the courts.

If someone did get arrested, it's not clear who could charge them with anything, because the prosecutors would be fired. The only way to actually stop it would be to have stopped Trump from installing a head of the DOJ, or to impeach that person, and Congress isn't nearly scared enough right now.
