They given tax relief on interest payments. So it has incentives to take on more debt.
Lot of debt is intragroup and is used to extract returns.
They is no effort to stop profit shifting and tax dodging.

My aunt has been in a care home for the past 2 years, the group that owns it got taken over by a US 'investor' and the quality of the care has gone down, staff have left and numbers reduced and the cost has risen, currently about £1700 per week a rise of nearly £300.
