There isn't one. In over half a century, no one has figured out a better way to deal with structured data. There are many flavors and implementations, there is an evolutionary side branch for UNSTRUCTURED data (NoSQL), but there is NO alternative.

of COURSE SSNs aren't de-duplicated, there are a finite number of them; does he actually think they only issued 999,999,999 SSNs and never recycled them?

this guy doesn't even HAVE a social security number, it's obvious he knows nothing about them, or how numbers work in general

Oh, it's even simpler then that. SSNs don't get reused, but the you'll have multiple records under the same SSN is because most people have multiple jobs over their lifetime. So the contribution history for a given SSN will have multiple records from multiple jobs paying taxes over multiple years.
