Not really my area so couldn’t say what has had the “most” impact for sure - but in the UK I imagine the introduction of the bedroom tax (reduction in housing benefit for social housing tenants with “spare” rooms) in 2012 would be up there in terms of negative impact
(and yes, "housing policy reforms" might include larger reforms connected to finance, mortgages, etc., as well as the reforms within the wider welfare state, as long as it can be related to housing)
