It's a Koikatsu model, the costume was made for the game by another user. I don't play HSR, so I can't tell if it was directly imported from the game files or not, but here's the original link:

Ooh thanks for the link! Afaik there's no 3d model in game, it only appeared on a 2d animated short so it's hard to find official refs haha
