Are they concessions if she would have done them is asked instead of threatened? Can someone point me to where Mexico hasn’t cooperated in these efforts (when they sent 10,000 troops to the border in 2019 and 2021, for example)

Except once you back down with Trump, he comes back for more and more. He already despises women as negotiating partners, and figures they will be break when pushed. And he knows he has the cards and Mexico doesn't. So, he can rely on her desire not to be invaded and she can rely on nothing at all.
