Clusters are for soft targets they aren't suited for infrastructure unfortunately - as cat said if we'd done the right thing masses of ruzzian aviation that has been terrorising Ukraine without restriction could have been removed

Infrastructure could cover a range of things but if we look at it as the elements of the base that cannot be moved then generally there is a level of protection built in to them on the understanding they can't be moved like aircraft or vehicles which would be vulnerable to cluster muntions

Maybe there were North Koreans based there. I'm sure that there was specific intelligence to justify this target. 8 ATACMS are not lightly used.
The target in Kursk a few days ago, the command centre, was clearly based on bang up to date specific intelligence.
