Ukraine doesn't have the enrichment facilities to make a nuke small enough for any deterrent purpose and the expense would drain resources away from the battlefield.
And in the future after the war is finished, Ukraine may very well feel it is worth it to develop their own nuclear deterrent. But not actively building nukes while they're extremely resource constrained during wartime.
