They actually want to include it, but politically it's very difficult to get it through parliament. It would add significantly to the Medicare surcharge (higger tax!) and it would be killed in the Senate.

Greens support it, as would several independents.
Think it would have stood good chance of getting through Senate this term.
Labor just doesn’t want to be responsible for recurrent budget implications.
And Medicare levy % should be adjusted and be based on gross, not taxable income.

How can it be hard to get it through the senate when the Greens have been pushing it for years and they would only need one more vote. Just doesn’t ring true. The problem is not the senate but their terror of the Murdochracy.

I have a wonderful new medical centre which already bulk bills all patients. Lovely doctors, and in same building pathology, X-ray, scans etc. plus open weekends. Such an amazing service.
