The unlocks can be found on the vendor on the Fleet. It's a unique stronghold as the first couple rooms are tied to small narrative beats and the extensions (keys also on the vendor) are available to subscribers. The furtherest rooms are available via credits/Cartel Coins.

Oh I was absolutely ecstatic when I heard we were getting a Copero stronghold. I love the chiss, and when I saw the planet in the Traitor Among The Chiss flashpoint I immediately wanted a stronghold there.
