That's assume the money was paid out and not just budgeted, and that the figures are comparable, e.g. one looking at the buildings plus all the equipment and the other just at the buildings. If there's a specific example of a building bought and not built, cite it.

"guys now in opposition" are His Majesty's Official Opposition. They're the 2nd largest political party in parliament. The Conservatives, who were in power for the previous 14 years, and spent that time sucking off Russian oligarchs for cash, and siphoning public funds to their mates.
