Not sure I agree with the guardian on this. Stating that people who arrive by illegal means are unlikely to be granted asylum is far more likely to deter people from paying smugglers to travel by dangerous boat than the Rwanda scheme could.

That's not what is proposed. The bill will stop those who are granted asylum from ever becoming British citizens. Means of arrival is explicitly not barrier to being granted asylum according to international law. Tories tried to stop boat arrivals making asylum claims - it had no deterrent effect.
