We never should have joined the treaty, as AP mines were considered the most cost effective defence by our military. But it was different times then, with hope of a civilized russia. Today we can make cheap auto-deactivating mines.

In Chile we still have whole areas in the desert that are dangerous because of anti-personnel mines from the dictatorship that ended in 1989.

Today we make cheap auto-deactivating mines. Besides even before, we knew exactly where they were located. So it's not a problem for civilians years after like Cambodia.
