On 10 March general Syrskii announced "reinforcements" for the group in Kursk oblast, says "no risk of encirclement", not a single mention of organised retreat anywhere.

Yes. And? We all see this was a lie. Its normal, his job is not to explain his plan to ennemy. What we se today is the result of something who start minimum 3 weeks ago and was planned weeks before.
You don't dismiss an operational group commander merely because you change plans for this direction. Also, Syrskii today announced Ukraine is going to keep positions in Kursk oblast' "as long as necessary" so it's not a full retreat.
The main reason to change an operational group commander is when situation change massively. Maybe they will hold tactical positions in Kursk. Like the fortified border crossing on a hill. We will see.
