🆘 Resident Evil 2 experts. Need to know how the police officers accessed the basement of the RPD for a fic I want to write. Are there stairs to get down there? Is the only elevator the one in Iron’s office? How do they put criminals in the cells or access the range??

The safest bet is probably from the east side of the building. The corridor connecting with the watchman's room has some stairs leading to the basement! The corridors next to the press room wouldn't be barricaded, so it's easier to access from there
