This is just silly, the power companies will just raise prices to absorb the rebate and the network problem will still be there at the end.
If the money was used for battery rebates that would absorb excess power, that would mean lower energy prices as the power companies would need less storage.

It a bit like whack-a-mole.
The fact that no private operator would go within a mile of it is a message to gov. that it's a bad bet.
Logic is not a strong point in government.

I would have more confidence if we were buying a design from South Korea or even France.

The power companies would have to spend $$ on large battery storage or other methods such as pumped hydro or interconnections.
If the public builds out the storage infrastructure it saves these companies money.
They need to do a cost/benefit analysis.
