Equating output with employment seems a bit silly. Most manufacturing does not happen in Istanbul no matter how many people they use.

It is a percentage of employment. The way this is written up implicitly assumes 100% employment. I'd wager something that those high percentages are found in areas with comparatively low percentage of overall employment in 'working age population'.
