Housing needs to be scaled with the local minimum wage
Take whatever it is in your area, times it by 40 hours per week.
80% of houses/rent should equate to whatever 30% of what that wage equals.
The other 20% should be considered luxury, and taxed accordingly.

For each one vacant, the owner must pay double (or maybe triple) the property tax for every month it remains empty.
1. In apartment laundry.
2. Accessable playgrounds.
3. Assigned parking.
4. No appliances older than 5 years.
These things minimum or it's not luxury.
