For those academically inclined, below is the abstract of a 2003 paper on the introduction of vouchers in Ohio. It had been introduced as amicus to SCOTUS. I know the authors. Legal and scholarly issues aside, special interests prevailed.

Uber wealthy, their families belong to private schools. They don't want to pay for public schools they will never use.

They get politicians they pay for, to support making it law that they can get a voucher to take tax $$ to their private schools.
