Since this is only an administrative stay, I suppose the court felt it did not need to deal with the other factors for issuing a TRO, such as likelihood of success on the merits

Correct. And only open awards are affected by the stay. After the hearing there may be a full TRO.

If not on this, then on something - and soon - Trump will say to the court "I'ma do it anyway, nothing you can do to stop me" and then everyone trying to pretend any of this is normal will have to clearly take a side.
