It is. And worse. My father did an education program when I was in highschool and drove around educating farmers and rural residents about the harmful affects of piping their raw sewerage into streams and the river. A lot of it is more about not having the money to fix what needs done. It's all shit

Probably. What they are is poor and it colors everything. The coal mines were feeding families here so most people looked the other way or protected it from being shut down by any means necessary.
