Yes but usual mark for WB animation films are around 2yrs development time was like that for Batman v Robin, Killing Joke, Red Hood etc, so it comes a surprise for this being almost 3-4 yrs out but sure there's reasoning behind.

Tbf none of those films were theatrical releases right? Probably more going into this movie. Spiderverse took around 4 years to make. Guess we'll see if this ends up being worth it.
