An update.
After the dates and the design of Raising Heart pre-anime was pointed out to them, they've noted it being based on Nanoha isn't actually possible. Now they're wondering what character it actually was, as they recall seeing a poster at the time.

We have some interesting background on Ragnamon, from arukime01, who designed the Digimon. The design is based on Raising Heart from Nanoha, actually predating the Nanoha franchise, from before it was spun out of Triangle Heart.
