In the US, they effectively have been in terms of what politicians a person tends to support since the 90s. A liberal may not personally hold all the views listed, but they never seem to have a problem with being represented by people who do.
This person is in New Zealand, & there "liberal" is defined differently, being associated with the centre right as opposed to the centre left. same for Australia and some European countries like Germany. Also, the liberal bullet points here don't match neoliberalism (an economic philosophy).
Are you trying to be funny? Or is it something else? Someone can believe some things on the progressive side while also believing some things on the liberal side. It's not literally down the middle. There are nuances & complexities that can't be easily reduced to a simple right or wrong.
If it were that simple the US wouldn't have the Fanta Fascist in the Oval Office. Ukraine and Palestine wouldn't be fighting for their right to even exist.

1. I know a lot of anarchists who would like to have a word with you over how Leftist is defined here. Also, quite a few self-identified liberals who would disagree with some of the liberal positions here.
2. A lot of the Liberal positions are described incredibly uncharitably here.
There's a lot I could say about that chart but ultimately I think most of the things I could say are based on disagreements I feel being that chart begins with an assumption that the USA even has capitalism which it does not.
The economic system in America more closely resembles feudalism.
