Another is that rather than appearing to modify anything with the transaction itself, they just put in 'reason for modication' with: 'TERMINATE FOR CONVENIENCE (COMPLETE OR PARTIAL)'.
That would be like me putting in the job application form 'Why do you want this job?' with 'GIVE JOB NOW'.

Also, the dates are very questionable in that it clearly states that the completion date is set for 9/29/2025; If this a contract, this would be a clear breach where one party just cancels funding without any negotiation or warning before the completion.
