$2.46 on average in increased economic activity."

There was a similar Colorado study on refugees, and the ROI was like $5 returned to the local economy for every $1 spent on refugee resettlement.

So both are good. Investment: it pays.

A piece of the problem is this - messaging. Words like ‘innovation’, ‘expertise’, ‘address’, even in the bullet points are either language that is too academic (and will either be misunderstood or as signs of elitism) or as red flags (ie, contrary to anti-expert sentiments).

The inability to shift in messaging has been part of the problem. It is its own skill set of literacy and cultural understanding. Just because some of us ‘get it’ doesn’t mean we’re the right ones to convey the info.
