Custom plush fall under the 'art' category and are thus exempt!

But, marketed at and clearly marked as not-toys (14+), they'll be all good to sell in the EU. Just add your contact info and unique number/name for identification.
Or can someone from the US act as a middleman for me (they receive the plush and then ship to me)?
