However, I suspect the ICC position is that if it stops, the Taliban will ban the sport again and they'll never recover.

I'm not sure if you saw @jarrodkimber.bsky.social's short recently about women's test cricket, but it's quite the eye-opener. And it makes it clear that the ICC has paid little heed to the organisation & administration of women's cricket, which still seems a bit chaotic.
