Russia is an exporter of energy so cutting 'their' cables would hurt the recipient countries, not Russia!! Of course there is also the case of the Nord Stream 2 explosion!!!

European countries have extensive power transmission lines among them and much of surplus power each, so European grid is very robust.
EXCEPT Finland, which is relatively isolated. Only a few interconnects. The only European country which maybe could be blacked out, if those few cables were cut.
Finland produces most of it's own electricity. Imported electricity accounts only for about 2,2% of our energy needs. About 3/4 of our energy is domestic production (nuclear, wind, hydro).
It is not about installed power. Finland, like pretty much every European country, has enough and to spare. The problem (potential) is that if Finnish power plants were sabotaged or bombed, it's grid could go down as there is relatively few interconnects to import power.
Sounds like test runs for pre-war actions of Russian territorial agression in the Baltic states region. Americans are NOT paying enough attention to this, luckily NATO nations in the area are.
Seems the like best, quickest to implement step is to escort Russian/Chinese shipping in the area.

Not surprising the Scandinavian nations have been under pressure with threats and provocations by Putin's Russia. This is how they show their displeasure which is risky business as the incidents create more sanctions, and can escalate to armed conflict. Putin is dangerous on the world stage.

World history is a cycle. When the people who last fought a war have died, the likelihood of war is very high.
