These kind of problems need to be picked up by monitoring at the border. Even at the permeable free borders within the EU. Limiting the spread of animal (and plant) diseases is a serious endeavour that shouldn't need to be justified to 'blockers of regulations'. Poland flags up a lot within the EU?
