This happened almost in reverse when Biden transitioned. Remember the woman in the T administration who wouldn't sign off on the money to pay for the transition? She finally did, but Biden’s team was behind on information. When T was elected, he mostly didn't send people to talk with Obama's admin.

I think they should keep all of them locked out until they sign, pass FBI background checks, & are approved by the Senate. This is what they signed up for. If they can’t follow the rules they are NOT qualified & we don’t want them on taxpayer funded payrolls! Full stop!
