I wonder if it's been about the road use. So many disputes over the centuries trying to prevent people from access to commerce/supplies as a way to keep them down.
Im' belgian and i've been on the Vennbahn several times. This is a very complex story (nothing is simple here). This book (in french/german) explain that story very well 😅
There are a few graveyards in Belgium and the Netherlands that are territories of the other country. It was easier to do it this way, since they could do the upkeep on their war graves themselves without relying on anyone else.
