The “polkadot man” is Woozy Winks, Plastic Man’s inept assistant and “comedy relief”…who was needed during this period, when Plaz got “grim and gritty” and fought monsters and Commies…and sometimes combinations of them like this…

Before the constant rebooting of their universes both DC & Marvel seem to do annually, DC had a pretty stable set-up, which led to the Silver Age Plastic Man and his aide, meeting the Golden Age Plaz & Woozy in a never-reprinted story!
