all jokes aside the palpably unfair act rule has never actually been used, though, threatened for what are arguably far more unfair plays. Washington's encroachments were not an attempt to manipulate the game, they were trying to stop the other team from scoring!

That can be argued to be unfair advantage for the defense, and we know the NFL doesn't want defenses to have advantages.
I think they should have awarded the ball to Washington for the Eagles unfairly tricking them.
If they want to change the rules on repeated goal line defensive penalties, okay. But it wasn't intentional deception, they *were* trying to make a play.
