It says 2 members and clarifies that that’s a quarter (1/4) of its staff. Additionally, it says that one of the two was responsible for programs for mentally disabled people to learn about manatees. Therefore I think the caption on the post is accurate

I had relatives that lived in Crystal River when I was growing up, and going to see the manatees was always a high point of the family's annual Florida vacation. This administration's petty malice never fails to get my blood boiling.
