Nintendo doesn't own Bayonetta. They just own the exclusivity rights to her games and finance theor development to my knowledge. I don't think their deal covers games outside of the Bayonetta franchise.

And even then, Sega own all rights to Bayonetta 1, that's why it's on Steam, and why the Bayo 1 appearence appears in stuff like the Shin Megami Tensei gacha.
