Signal is a good messenger, I use it myself. There are other interesting messengers where you don't need an email address or phone number when "registering".

Not sure what you mean by "safer", but it does not save user information on its servers and has encrypted transfer of data, so yes, it is as safe as it gets.
I'd say so as WhatsApp is owned and managed by Meta, who's business model is to make money out of information about you. Also, last time I read their privacy policy it gave me cause fot concern.
Penetration rate of WhatsApp is a factor. It's not that the majority of people downloading Signal ditch WhatsApp alltogether, they use it on the side. Being oriented towards the US is another. Combined with some traits of my compratiots and, presto.
