You have programs that fall under title orders from Congress than allow the purchase of equipment to arm foreign militaries and groups.. that equipment can’t be accounted for naturally after its intended purpose is met but will still show as purchased..
Just like leaving Afghanistan was the first time in history we had to end a global joint national defense effort… before 2001 military branches didn’t even have streamlined policy on joint communication between branches.. gulf war showed we lacked comms between the Airforce and the Army
This also meant we didn’t have logistical policy on joint initiatives… process for interagency cooperation and equipment sharing didn’t exist… some of that equipment is still ‘missing’ when it’s actually just at the unit on the books still

DoD is also the largest provider of aid… it’s Airforce planes and Navy ships moving international aid… civil affairs drives local initiatives… Army doctors help stop pandemics
We accomplish a lot but you’re looking at it through the lens of war… most CISA initiatives are driven by DoD operations… NSA using the military as a testing ground for future comms and intelligence which helps drive consumer projects
I would say half.. I think 20% is a good cut that doesn’t kill future modernization… whether you like it or not there are programs we need to fund like quantum resistant encryption and communication platforms or joint national flight radar systems…
It’s complicated because each subordinate unit tracks its own resources…some units have budgets that aren’t need to know for anyone except the house armed services committee and the president if they choose.
